Prepares, analyzes, and researches variances in the agency’s annual financial report and other monthly and quarterly reporting and closing tasks and processes. Supports Finance management with regulatory and financial information to senior management, the Board of Directors, internal customers, and members of the public. Reconciles general ledger accounts, generates journal entries, and performs bank reconciliations. Supports accounts receivable and billing which includes ORCA activity. Supports banking and treasury functions. Prepares grant reporting for federal, state and local grants. Participates in the preparation of the annual National Transit Database (NTD) report and collaborates with the state auditor to ensure that audit requirements are met.

Key Responsibilities

Maintains the general ledger accounts of the agency. Reconciles and analyzes general ledger accounts. Generates journal entries when required. Coordinates with various Finance staff to maintain integrity and accuracy in all general ledger accounts.

Performs bank reconciliations and monthly close tasks and processes.

Performs accounts receivable tasks including ORCA, vanpool, vault room and other related tasks.

Reviews all accounts payable vouchers for accuracy and completeness. Performs other accounts payable tasks.

Prepares, analyzes and reviews various financial reports. Researches and explains any variances.

Prepares reports on status of grants (FSRs) to the Federal Transit Administration. Develops methods to ensure the accuracy of grant reports and analyzes documents.

Collects data and prepares complex financial reports for the NTD. Determines appropriate financial information to report based upon current reporting requirements. Develops analytical review procedures to analyze the information and explain variances from prior years.

Participates in preparing the annual comprehensive financial report (ACFR), supporting documentation and notes. Researches and explains any variances from prior years.

Works with State audit staff on the annual audit. Responds to questions and concerns about account balances, account activity, internal controls, variances, and accounting procedures.

Other duties of a similar nature or level


Three years of experience performing general accounting and accounts receivables tasks.

A two-year technical certificate in accounting or closely related field may substitute for 1.5 years of experience and a bachelor's degree in accounting or related field may substitute for 3 years of experience.

Two years of experience developing Excel spreadsheet.

One year experience using automated accounting systems.

An equivalent combination of education and experience sufficient to perform the essential duties of the job may be considered.


Bachelor’s degree.

Experience with financial statements, monthly and quarterly reporting.

Accounting experience preferably in a governmental or transit industry
